VISION
OF THE PSC
The
vision of Postal Staff College draws its strength from the concept of
learning organization and the process of continuous learning. It envisions
a learning environment which does not accept training as a one time
activity. To the contrary the training becomes a continuous process
in organizational learning and development.
The
mission of PSC hinges on FOUR core objectives. These core objectives
are:
- Training
of postal executives and managers.
- Managing
and imparting training to "operative core".
- Updating,
exchanging and generating knowledge & information through seminars,
workshops and conferences.
- Extending
training assistance to fellow developing countries.
TRAINING
OF POSTAL EXECUTIVES & MANAGERS
The
PSC is at the forefront of ensuring smooth transition for young postal
officers from the Common Training Programme (CTP) of Civil Services
Academy to its highly focused Specialized Training Programme (STP).
Officers
are selected for the Postal Service through a highly competitive Central
Superior Services Examination. The Common Training Programme offers
broad training to officers from different services of the Federal Government.
It initiates the process of induction of young federal civil servants
into the core federal bureaucracy. C.T.P emphasizes networking and promote
integration among diverse federal services.
The
Specialized Training Programme at the PSC is designed to baptize the
young civil servants as postal managers and executives. It provides
a launching pad for their initiation into the Postal Service and systematically
exposes them to a unique organizational culture.
The
PSC also provides management training to the executives who get promotion
from lower cadre.

MANAGING
AND IMPARTING TRAINING TO THE "OPERATIVE CORE"
Operating
core is the heart of Pakistan Post Office Department. It is the part
that produces essential outputs that keeps post office functioning.
Postal
Staff College provides guidance, assistance and leadership in the vocational
training of operative core through regional training centres.
PSC
undertakes continuous revision and updating of syllabi of training courses
offered by the Postal Training Centres at Lahore, Karachi and Islamabad,
Peshawar and Quetta. It focuses on enhancing skills, problem solving
capabilities, process management and operational efficiency of the operative
core.
UPDATING,
EXCHANGING AND GENERATING KNOWLEDGE & INFORMATION THROUGH SEMINARS,
WORKSHOPS AND CONFERENCES
Postal
Staff College drawing inspiration from the vision of a learning organization
organizes seminars, workshops and conferences to provide an enabling
environment for its mid-career executives and senior managers.
These
learning opportunities allow postal executives to exchange knowledge
and information on cutting edge themes in their respective areas of
professional concern.
PSC
also encourages generation of knowledge by sponsoring and launching
various research projects.
EXTENDING
TRAINING ASSISTANCE TO FELLOW DEVELOPING COUNTRIES
PSC
extends training assistance to fellow developing countries under the
technical assistance program financed by the Government of Pakistan
in collaboration with the Universal Postal Union.
In
the recent past, Pakistan prepared its international training programmes
tailored to the requirements of fellow developing countries.It imparted
meaningful training to nominees from Asia, Middle East, Africa, Far
East and other fellow developing countries in various fields of postal
studies at Postal Training Institute, Karachi.
Training
programmes for fellow developing countries have now been concentrated
at Postal Staff College, Islamabad. The fellowships offered by Economic
Affairs Division and the Ministry of Foreign Affairs- SAARC Courses-
cover free lodging, living allowance, free inland travel, study and
excursion trips, medical facilities and other monetary allowances for
special reasons.
